No, that isn’t a terribly deformed man resultant from a government experiment gone horribly awry, but rather an artist, Eric Testroete, who has papercrafted his own head into a polygonal mask of sorts reminiscent of big head mode in Goldeneye.  When I first saw that pic I did a double-take.  The process he used to create it and way more pictures are documented over on his website and I’d highly recommend you check it out; especially if you’re an artist.
